Oleg Plotnikov (born in 1950) is a composer, a pianist, a transcriptionist and a teacher. He composed pieces for piano, chamber ensembles, symphonic orchestra, wrote choir and ballet music.

Concerto for clarinet and orchestra was written in 2021. In three movements with program titles Plotnikov tried to unite some characteristic features of the clarinet playing of different styles:

Part I, “Awakening”, holds an academic style;
Part II, “Tango”, imitates salon style;
Part III, “Fair”, sounds like folk music (it is based on the intimations of the folk music: Armenian, Russian, Klezmer, Balkan).
